Dubai Sub-contracting and Partnership eXchange (Dubai-SPX) is a program that serves as technical information sharing and a match making hub, with a mission of promoting Dubai’s industrial, business and service capacities.
Sub-Contracting
Sub-contracting and Partnership eXchange, SPX is a concept developed by United Nations Industrial Development Organization (UNIDO) over 20 years ago; and has ever since evolved into a global network of more than 44 SPX units in over 30 countries.
In coordination with Gulf Organization for Industrial Consulting (GOIC), Dubai-SPX was established in December 2008. The main roles of the program are:

Help bring together enquiries and offers of sub-contracting work and outsourcing.

Facilitate industrial linkages between small/medium enterprises and the large manufacturing firms.

Link-up with global markets and supply chain networks.

Support small/medium enterprises, and offer them opportunities to expand.
Industrial Partnership
A tighter and a closer relation can be formed between a sub-contractor and a contractor after gaining comfort, trust, and understanding of each other’s market requirements. As partners spend more time in business relations, chances of creating permanent and balanced relationship between them arises gradually.
Industrial Partnership concept refers to a modem form of industrial sub-contracting that is based on sharing responsibilities among industrial partners, leading to creating a long-standing and stable relationship between them.
Sub-Contractors
Sub-contractors are generally, though not necessarily; small and medium industries which are specialized in certain processes and operations, and can supply quality goods as per specifications of the main-contractors.
Sub-contractors can easily become main-contractors when they outsource some of their components needed to manufacture their final products.

Main-Contractors
Main-contractors are usually, though not necessarily; large industries belonging to the engineering industry, and produce a final product by using smaller operations, parts, and components.
Such large industries often choose to outsource some of the production components instead of manufacturing them in-house due to capacity and/or specialization reasons.
Main-contractors might have an excess in their production capacity and can then become sub-contractors to other firms.

How does it Work?
Dubai-SPX’s main function is to link international and local main-contractors with suppliers and sub-contractors operating in the United Arab Emirates.
A typical cycle starts when a main-contractor submits an inquiry by filling the inquiry form. Dubai-SPX team will then filter Dubai-SPX’s rich database of suppliers and sub-contractors, and select the best matching entries corresponding to the inquiry. All parties are then contacted and become ready for a final discussion before signing a contract.
